Stalling on Greenhouse Gas Emissions Reporting is Absurd
April 03, 2007
The Moreland Energy Foundation has labeled the delay in the establishment of a national greenhouse gas reporting scheme as absurd.
Mr Jim Downey Chief Executive Officer said "This delay in the implementation of a national greenhouse reporting scheme has really got to the point where it is absurd.
"It is absolutely ridiculous to find that seven years after it was first recommended to the Federal Government back in 2000 that the existing National Pollutant Inventory ( NPI ) be modified to include greenhouse gas pollution, the Federal Government still haven't done it."
The issue has been considered through the COAG process with the Federal Government suggesting its preference is to establish a new scheme under new legislation. COAG will be further considering the issue at its meeting in mid April 2007.
Mr Downey said "A new scheme will just create more delay and set back an emissions trading scheme by up to two years. A national reporting scheme is an essential first requirement to any emissions trading scheme and we should start reporting through the NPI from 1st July 2007.
"It is absolutely unacceptable to have a situation where the Federal Government seems quite happy to have the States report on high water users but not high greenhouse gas polluters. We know the top 200 water users, why don't we have the equivalent for greenhouse pollution ? It is a ridiculous situation and has become farcical" said Mr Downey.
The Foundation has today written to all State and Territory Premiers and Chief Ministers urging them to act on the issue.
