Victorian Feed-in Tariff and Distributed Energy Inquiry
MEFL's submission to the Victorian Competition and Efficiency Commission's Inquiry into Feed-in Tariff Arrangements and Barriers to Distributed Generation.
The submission argues that a well-designed feed-in tariff is a highly effective mechanism for unlocking the benefits of distributed generation including greenhouse gas emission reductions and cost-effectiveness improvements in the energy market resulting in lower prices for all energy users.
The submission also argues that the Victorian Government has a role to play in addressing other barriers to distributed energy.
Draft Regulations for Inclusion of In-home Displays in the VEET Scheme
MEFL and ATA's joint submission on the inclusion fo in-home displays (IHDs) in the Victorian Energy Efficiency Target (VEET) scheme.
The inclusion of IHD's into the scheme should help reduce the cost of IHDs for Victorian households and businesses, but this submission argues that a number of consumer protection measures need to be established to prevent potential issues.
Inclusion of in-home displays in the VEET
A joint submission by MEFL and the Alternative Technology Association regarding the inclusion of in-home displays in the Victorian Energy Efficiency Target scheme.
Clean Energy Finance Corporation Expert Review
One element of the Federal Government's Clean Energy Future package was the establishment of a Clean Energy Finance Corporation (CEFC), which would invest $10 billion in near-commercial renewable energy, low emissions energy and energy efficiency projects.
MEFL's submission recommends that:
- CEFC funds be used to invest in appropriate energy efficiency projects targeting the residential and small business sectors
- Issues of overlap between the Renewable Energy Target and CEFC investment be given further consideration
- Mechanisms be put in place to ensure distributed community-owned energy projects are able to access CEFC financing
- Low emissions technologies that are eligible for CEFC financing must meet a maximum emissions intensity measured at the point of use rather than point of generation
Climate Change Act Review
MEFL's submission to the Victorian Government's review of the Climate Change Act 2010.
The Act provides the legislative framework for Victoria's climate change response. This submission focuses on sustainable energy and calls for the rapid implementation of the Act through State-based policies and programs designed to capitalise on the carbon pricing package and support renewable and distributed energy and energy efficiency.
Embedded Generation Research and the Demand Management Incentive Scheme
MEFL submission to the Australian Energy Market Commission (AEMC) regarding the inclusion of embedded generation research into the Demand Management Incentive Scheme.
Transmission Efficiency Benefits Sharing Scheme
MEFL's submission to the Australian Energy Market Commission (AEMC) regarding the proposed extension of the Efficiency Benefits Sharing Scheme in relation to demand management expenditure by transmission businesses.
National Carbon Offsets Standards
MEFL submission in response to the Review of the National Carbon Offsets Standards
Household Energy and Financial Sustainability Scheme
MEFL's submission on the Household Energy and Financial Sustainability Scheme, an important component of the Federal Government's Low Carbon Communities energy efficiency program, which was announced as part of the carbon pricing package.
