The Northern Alliance for Greenhouse Action began operating in 2002 as an informal network that shares information, coordinates community based emission reduction activities and cooperates on the research and development of innovative corporate emissions projects. NAGA's goal is to achieve significant greenhouse abatement by delivering effective programs and leveraging council, community and business action.

NAGA's members
NAGA's members are the Cities of Banyule, Darebin, Hume, Manningham, Melbourne, Moreland, Whittlesea, Yarra, Nillumbik Shire Council and the Moreland Energy Foundation Limited (MEFL).

NAGA Committee of Management and Working Groups
NAGA's Committee of Management comprises a staff member from each of the NAGA member organisations. The Committee of Management meets every 6 weeks.
NAGA has established a number of Working Groups to allow more detailed, in-depth work on specific issues, and implementation of NAGA projects, outside the regular schedule of NAGA committee meetings. The Working Groups report to the NAGA Committee.
NAGA has established Working Groups for all NAGA projects as well as the following:
* Strategic Planning;
* Impacts and Adaptation;
* Cogeneration;
* Advocacy (NAGA's advocacy submissions can be downloaded from the Resources page).

NAGA's projects
NAGA is implementing community emission reduction projects, and undertaking research into reducing carbon emissions across the NAGA region. NAGA members are also encouraged to establish their own cutting edge projects, which can act as pilots for future NAGA projects.
Over the last 2 years, NAGA has attracted more than $1,000,000 in cash and in-kind contributions to implement climate change action projects in the NAGA region, demonstrating significant emission reduction innovation at the local government and regional level.

Towards Zero Net Emissions in the NAGA Region
Towards Zero Net Emissions project commenced in July 2008 to investigate a regional zero net emission target. The project will seek to quantify regional emissions (baseline data), and identify opportunities for reductions through energy efficiency, renewable energy generation and offsetting.
The Project will proceed in 5 phases from July 2008 until June 2009.

Measuring Progress
In parallel with the Towards Zero Net Emissions planning, a way for councils and other government bodies to access community energy usage data will be developed. For the vast majority of energy users, no accurate or ongoing energy consumption data is available.
To date, councils have relied on complex modelling to track community emissions. To be able to monitor and manage trends at the local level, accurate data is required. Despite a clearly identified need for accurate and reliable community emissions data, finding the right policy and regulatory pathway has proved elusive. NAGA will build on its leadership advocacy role by working with others to find a solution.

A Regional and Council Approach
Towards Zero Net Emissions will identify opportunities for potential regional-scale solutions to climate change, and provide a roadmap for the development of regional plans for other Victorian councils and regional alliances. The Regional Plan will form a partner document for Councils' own Climate Action Plans and will provide NAGA's member councils with the opportunities to demonstrate their leadership and innovation, by extending and expanding the significant initiatives already underway in this region.
Towards Zero Net has been funded largely by the Victorian Government Sustainability Fund, through the Victorian Local Sustainability Accord.
